President Ronald Reagan and Secretary of State George Shultz travel to Japan to discuss trade agreements between the two countries as the balance of trade seems increasingly to favor Japan. Shultz’s opposition to tariffs and barriers to trade guide negotiations toward more open trade and Japanese investment in the U.S--despite protectionist fears.
