Ronald Reagan and George Shultz shared a deep concern for human rights, particularly within the Soviet Union. Shultz, while on a trip to Moscow, sits down to a seder with the Jewish refuseniks--those who wished to emigrate to Israel or the United States from the Soviet Union, but had been rejected by the Soviet bureaucracy.
